Seventy-Third Amendment Act, 1992:- Granted constitutional status and  protection to the panchayati raj institutions. For this purpose, the Amendment has added a new Part-IX entitled as ‘the panchayats’ and a new Eleventh Schedule containing 29 functional items of the panchayats.
Seventy-Fourth Amendment Act, 1992:- Granted constitutional status and protection to the urban local bodies. For this purpose, the Amendment has added a new Part IX-A entitled as ‘the municipalities’ and a new Twelfth Schedule containing 18 functional items of the municipalities.
73rd - It talks about Panchayati raj institutions (Rural area is in focus)
74th - It talks about Urban Local bodies and municipalities (Urban and metropolitan cities are in focus)
Basically 73rd and 74th Amendment act was intended to make Panchayati raj Institutions / Local Body as institution of Local self government and to bring a third tier to our democracy (1st - Centre, 2nd - State, 3rd local self government).

  The 73rd amendment act of 1992 is related to the “Panchayats”. The act gave constitutional status to the panchayati raj institutions. It has brought them under the justiciable part of the constitution. The act is significant landmark in the evolution of grassroot democratic institutions in the country.
The 74th amendment act of 1992 is related to the “Municipalities”. The act gave constitutional status to the municipalities. The act aims at revitalising and strengthening the urban governments so that they function effectively as units of local government.
